Historic assets of special local interest

Historic assets of special local interest are cherished by local communities and contribute to the character of a place, but have no formal recognition or protection.

Local planning authorities, however, may choose to identify historic assets of special local interest and keep a list of them. This is known as ‘local listing’. The list can include all types of historic asset — buildings, parks, gardens and archaeological sites — so long as they are not already scheduled monuments, listed buildings or registered historic parks and gardens.

The selection of historic assets for local listing needs to be based on clear criteria, sound local evidence and consultation. The criteria should include the important contribution that the historic assets make to the distinctive historic character of an area as well as their contribution to public knowledge. In this way, local listing can complement national designation.

Local listing is important because it provides the base for local planning authorities to develop policies for their protection and enhancement. This means that  local planning authorities can manage change through the planning system so that local historic assets continue to contribute to the vitality of the area.

Local listing also provides an opportunity for a community to get involved in the identification of historic assets of special local interest and in caring for them appropriately.

Managing Lists of Historic Assets of Special Local Interest in Wales sets out general principles and good practice for preparing and managing lists of local
historic assets — including criteria, nomination, consultation, validation, appeals and monitoring — and provides guidance on their use in the planning
system.

This guidance is aimed primarily at local planning authorities, but also at third sector organisations and the owners of historic assets, to encourage all sectors to work together to protect and enhance historic assets of special local interest and inspire people to care about their local heritage.
